1. The fear of the unknown causes people to question the ROI of the risks associated with change

Being risk-averse hinders organizations from making effective changes for the citizens those organizations are supposed to serve. This, according to Khaled, requires both maturity and a strong stomach to see the change through:

Taking calculated risks can be very rewarding, but it’s really the maturity of the organization and the confidence of the organization to be able to stomach some of the risks associated with change

A truly effective leader has the ability to pacify the fear of the unknown while advocating for change. Simple, but highly effective.

2. Look to harness the power of the pivot

One of the major reflections across many of my conversations has been on the necessity of not only having the ability to pivot in a crisis, but to be so prepared that when that crisis occurs, the response is nearly automatic. Khaled shares about his learnings from the Pandemic: What do you do when your city is placed in an emergency situation where every system was needed at the same time? Are you prepared to make the necessary plays to protect your citizens and keep the city running?

When you plan for something and you have the resources and vision for the plan, then it’s easier for you to pivot to something else vs. when you wait for something to happen

From cloud to security to mobility- how prepared are you really?

This leads us to…

3. You need more than "yes" to drive Government 2.0

To Khaled, the pinnacle of trekking the Government 2.0 mountain is having a technology trail enabling all of the services in the city. Doing so will not only attract constituents and businesses, but will lower costs and increase efficiency. Building out this path takes a leader who models the open mindset necessary for increasing the spectrum of vision:

If nobody else sees something different, then we are doing something wrong

Khaled loves to say, "Give me something that I’ve never thought about” to challenge teams to continue to push the bar further along.
